Synthetic report on the identification of needs and gaps

The report Identification of needs and gap analysis at consortium level – Pathways towards Digital education & training modules summarises and elaborates upon the results of the activities that compose WP2 Needs assessment and gap analysis. It provides comprehensive understanding of participatory planning practices, tools, policies and approaches at the EU level and in the countries where the project partners are located, supplemented with a review of how PPL is approached and taught in HEIs’ academic curricula and training.

Report on Participatory Planning approaches and practice at EU level

This report synthesises the main European Union (EU) coordinates and perspectives regarding public engagement in decision-making processes and, in particular, regarding the development of a Participatory Planning approach in EU policy. It illustrates when the EU has started to include public participation in its Treaties and how this principle has been then translated into practice in the last three decades. By exploring a list of official documents and programmes, this report offers an overview on the experiences developed so far and provides a clear picture on how public participation has been conceived and delivered. It concludes discussing the limits of and challenges for the promotion of participatory planning in EU policy.

Overview of participatory practice at national level

In the broader context of work package 2, the survey activity named “Overview of Participatory Planning (PPL) practice at the national level” framed the topic of practices in different national contexts to develop coherent insights regarding structure and methodology. The report focuses on the field of Spatial Planning in each partner’s national context and is structured in three parts. The first part investigates the national context concerning participatory forms in the four fields of interest of the project partners (Land use planning, Rural development and planning, tourism management and planning and Urban mobility). The second part investigates which aspects of spatial planning characterise the participatory action of the interviewed practices. Finally, the third part reports on five good practices analysed from the point of view of participatory processes that flank or are integrated into the spatial planning process, opening up some sub-themes such as strategic planning, urban regeneration and public engagement in spatial planning processes.

Overview of Participatory Planning courses in academic curricula and training programmes at national level

The activity A2.3: “Overview of Participatory Planning courses in academic curricula and training programmes at national level” is part of WP2: “Needs assessment and gap analysis” and aims:

  • To gain an increased and comprehensive understanding of participatory planning courses in academic curricula and training programmes at national level in partners’ countries.
  • To identify good practices in participating countries.

The overall purpose is to use all acquired information to identify specific needs, gaps and goals in each country, as well as to identify common needs and set common objectives.

Assessment report of DEMo4PPL Modular Participatory Planning Curriculum and
Digital Toolkit
The ModPPC and the Digital Toolkit were assessed regarding their appropriateness and
relevance in the context of an online Focus Group. More specifically, two parallel sessions
were held, i.e. one with the participation of educators and practitioners and one with the
participation of students of all tertiary education levels from the partner Universities. Each
session was moderated by an external expert from CommonSpace (Greece) and
POLITOPIA (France). The Focus Group took place on-line on November 5, 2024. A total of
73 educators, practitioners and students from the four partner countries participated in the
event. The findings from the Focus Group were used to produce the assessment report of
DEMo4PPL Modular Participatory Planning Curriculum and Digital Toolkit.

Modular Participatory Planning Curriculum (ModPPC)
The Modular Participatory Planning Curriculum (ModPPC) is a first-of-its-kind modular
curriculum with up-to-date content and flexible organization in basic and optional educational
and training modules on Participatory Planning for Spatial Planning and Development, which
provides flexibility for the:

  • Appropriate selection and combination of modules enables:
  • Design of new, targeted courses from scratch.
  • Support of existing courses through the addition of modules and tools.
